Sunrise Horizon approves foster parents to care for boys and girls, 0-18 years of age who come from abusive environments. These children can come with special needs, or physical or mild mental emotional handicaps. We are looking for mature and responsible adults who can assist us with our mission to provide quality foster care in a safe and nurturing environment for these children.

A Little About the Agency

Sunrise Horizon Executive Director, Sukhwinder Singh, laid the foundation of this agency. She developed and opened the West Covina Boys Group Home in 1987 out of her desire to care for abused and neglected children. After just one year of operation and much success, she was able to develop a second Boys Group Home. A few years later, the Foster Family Agency was opened in the city of West Covina. Both homes, and Foster Family Agency, have found success serving hundreds of children over the past 34 years.
In 2019, the Group Homes were converted to Short Term Residential Therapeutic Program (STRTP) and a Mental Health Program was opened to expand the Agency services. And in 2020, a sub-office for a Foster Family Agency was added in the city of Rancho Cucamonga to service the San Bernardino and Riverside Country areas, in addition to the Los Angeles County.
